We are seeking a Project Manager to support the Office of Transportation Workforce and Technology Deployment (HIT) Support Services in providing course or workshop planning and design and development. The Project Manager will manage project level activities, including correspondence with contract personnel, reviewing and developing statements of work, ensuring projects remain on schedule, and coordinating with training program manager and instruction system designers with respect to project work. Meets with customer and contractor personnel to discuss and review task requirements, performance, and deliverables. Fulfills contract reporting requirements.

Key Responsibilities/Requirements:                                                                                                                           
  • Primary responsibility for managing instructional systems design/training development projects through the ADDIE lifecycle.
  • Coordinate resources, identify challenges/risks/issues and mitigation strategies, monitor project quality, and ensure all deadlines are met.
  • Develop, coordinate, and deliver periodic reports as requested by the Contracting Officer’s Representative (COR).
  • Maintain list of assigned projects to include status, timeline, and prioritization. All timelines should consider FHWA approval processes for FHWA leadership, FHWA Communications team including Social Media team approvals, Chief Counsel review and approval, and Web/508 approvals.
  • Monitor development processes, schedules, and quality of deliverables; report findings to and work to resolve the issues through coordination with the HIT staff.
  • Identify and track potential or proposed changes to the project scope, project schedule and project costs through coordination with the HIT staff.
  • Review and provide ISD input on development contractor task order proposal requests, task order modification requests, statements of work, requests for proposals, and other supporting documentation for acquisitions.
  • Regularly communicate with the HIT staff on all course developments to update status. Identify opportunities and challenges.
  • Maintain a list of assigned projects which include status, timeline, prioritization, and earned value forecasting.
  • Write technical and analytical reports on development performance against HIT Standards, metrics and acceptable quality level, when appropriate.
  • Analyze approved SOW and timelines against actual project deliverables to identify the causes of delay or poor quality as well as identify areas for efficiency that may be incorporated into future projects.
  • Assist in writing correspondence and responses to inquiries from development contractors and Stakeholders.
  • Coordinate and participate in technical panel meetings and government team meetings.
  • Assist in maintaining comprehensive project documentation and files related to the performance of the development or update effort.
  • Participate in technical panel meetings and government team meetings to discuss project/program updates and plan for future development.
Preferred Skills and Experience:
  • Experience setting performance objectives, security requirements, improvements, usability studies, and data analysis.
  • Experience managing and overseeing training and media projects.
  • Section 508 Compliance.
  • Prior experience with Federal Highway, DOT/FHWA, NHI, or HIT.
  • Project Management Professional (PMP), or other relevant certification.
Education and/or Experience:
  • Bachelor’s degree or experience commensurate with education level.
  • 8-10 years’ experience in project management working with cross-functional teams and the customer.
  • Experience managing training development projects using the ADDIE methodology.
  • Experience supporting Federal government customers or working in government environment.
  • Ability to multitask, prioritize work, and manage time.
  • Effective communication skills to coordinate activities across a wide range of stakeholders.
  • Possesses excellent verbal, presentation, writing, and customer service skills; and leadership skills, including personnel management and project/task management to accomplish contract requirements.
  • Proficient with Microsoft Office software; SharePoint and other communications related software programs.
