Veterans on the Rise (VOTR) is a 501(c)(3) non-profit organization dedicated to fighting veteran homelessness in the greater Washington DC area through a holistic case management approach. It provides physical and mental health care, transportation, life skills and employment training, legal advice, safe living environments, and life-enhancing activities to help homeless and transitioning veterans readjust, regain dignity, and achieve independent lives. Services empower veterans to save their own lives. VOTR was launched in 1989 by four veterans and incorporated in 1993. Veterans access services through outreach programs like Operation Outreach DC, which includes search and rescue missions, personal care kits, and referrals to shelters and assistance, coordinated with partners such as the Union Veterans Council and local organizations.
